Cheng Xinzhou, a professor-level senior engineer and expert with government special allowance granted by the State Council. is currently the director of Network Intelligence Operation Research Center of China Unicom Research Institute. Xinzhou is also the adjunct Professor and Postgraduate tutor of Beijing University of Posts and Telecommunications, evaluation expert for sampling dissertations from the Degree Center of the Ministry of Education, Senior member of china institute of communications, Member of Expert Advisory Steering Committee of Machinery Industry Press, Professor of ‘Young Elite Scientists Sponsorship Program by CAST’, President of Hunan Big Data Industry Promotion Association, IEEE Big Data Society Member, Member of the Expert Advisory Steering Committee of China Machine Press, Senior Member of China Institute of Communications and TPC Chair of multiple IEEE/SPRINGER international conferences. Xinzhou has been engaged in big data and intelligent operation research, mobile communication network optimization research for a long time. In recent years, he has presided over more than 10 provincial and ministerial level projects. The research achievements have been awarded more than 30 provincial and ministerial level prizes. Xinzhou has published more than 140 academic papers, more than 80% of which were indexed by SCI/EI. He has also published 3 books, applied for more than 200 national patents and been authorized 30 patents.
